Chapman Volume Static Eliminator Model VSE 1000. It is also a product Motorola sold under the Motorola part number 01-80371B20.
Shown at left is the front view. You can see the angle bracket from the top. Also shown below is a side view to show you the color. It is a very good-looking unit.
The manual is comprehensive. According to the manual, it covers a wide work area and truly does have a quiet fan with a speed adjustment.
Specifications
It measures 12" wide by 9" deep by 5" high without the bracket. The bracket adds another 1" on each side, and 2" between the top of the bracket and the unit. The bracket is adjustable and has 4 rubber bumpers for benchtop use, and appropriate holes for fastening underneath a shelf. Additionally, the unit has a self-contained 300W heater that is switchable on or off.

Brand new, unused. The original manual and power cord are included.
